Mr Plate said the vast majority of the 32 criminal acts documented by federal police on the night were related to theft and bodily injury, and three to sexual assaults . After the proceeding, Sheriff Anderson told a crowd of reporters that Tonya Couch has complained about jail conditions, saying it was too bright to sleep. Mother and son were found and arrested in Mexico just last month. Couch has been arrested on accusations she helped her son, Ethan Couch , flee to Mexico after violating his probation after killing four in a drunk driving accident in 2013. (more...)

Chicago Mayor Rahm Emanuel , under pressure following a series of fatal police shootings, is expected on Wednesday to unveil new strategies that will include equipping all officers with Tasers by June of next year. The mayor also set up a task force to look into how IPRA investigates police misconduct, how to deal with officers who have faced multiple allegations of misconduct, as Van Dyke had, and the city's policy on the release of police videos. Couch's bond is now set at $1 million, and a bond reduction hearing is set for Monday. Judge Salvant told Couch that if she does make bond, she will have many restrictions, including a Global Positioning System monitor. Anderson said Couch told him that she couldn't sleep well because the jail lights were too bright and other inmates were watching her. Unless she is able to post a $1 million bond Anderson said Couch will remain in the Tarrant County jail over the weekend. (more...)

In Cologne , where most of the attacks took place, a police spokesman confirmed Chief Wolfgang Albers was sacked Friday. The most important person responsible is Angela Merkel , Germany's chancellor. The measures would require approval by parliament. The attacks have raised doubts over whether Germany , which has a large Turkish Muslim community dating from an influx of workers in the 1960s and 70s, can successfully integrate the latest wave despite Merkel's attempts at reassurance. Couch, 48, is charged with hindering apprehension of a fugitive, after authorities say she fled to Mexico with the so-called "affluenza" teenager while he was on probation for killing four people in a drunken driving crash in 2013. Ethan Couch remains in a Mexican migrant holding facility after filing papers for a stay of deportation. State District Judge Wayne Salvant advised Tonya Couch of the charge at the hearing Friday.
