Police say Richard Rojas, 26 , of the Bronx, is charged with murder, 20 counts of attempted murder, and five counts of aggravated vehicular homicide. The fire department said earlier that 22 people were injured, but police on Friday said the number was 20. NY mayor Bill de Blasio said there was "no indication that this was an act of terrorism".
