Turkey frequently carries out airstrikes in the mountainous regions of northern Iraq without coordination with the Iraqi government. "It is an operation that [Iraqi Kurdistan President Massoud] Barzani has been informed about". The proposed changes include a cut to the top tax rate on pass-through businesses to 15% from the current rate of up to 36.9%. While lawyers for Trump's Justice Department argued that the order applied to a small number of federal grants and merely required local governments to provide information already required by law, Orrick said the wording of Trump's order, and the president's public statements, were far broader.
