Charleston faced 9.29-foot high tides on Saturday morning, 5 feet above normal, according to CNN . Flooding is a big concern from coastal Georgia through the eastern Carolinas. Some 61,500 people were in shelters, officials said, after the storm hurled the sea onto coastal villages. In Savannah, Mayor Eddie DeLoach warned those who stayed that they'd be on their own. The U.S. cut all diplomatic ties with Russian Federation and Syria earlier this week after finding they had not lived up to their end of the bargain to restore a ceasefire and allow for humanitarian aid to enter the region. He said Russian Federation was "intent on allowing the killing to continue and, indeed, participating in carrying it out" and that what was needed from Moscow was "less talk and more action from them to stop the slaughter". Matthew weakened slightly Friday morning to a Category 3 storm, but the U.S. National Hurricane Center says it's expected to remain a powerful hurricane. With cellphone networks down and roads flooded, aid has been slow to reach hard-hit areas in Haiti .
