The department alleged in a statement that Hongxiang has provided financial services to a North Korean firm that is already sanctioned , Korea Kwangson Banking Corporation. Daniel Russel, the USA assistant secretary of state for East Asia, said the three countries had been making progress in key areas, including disrupting North Korea's arms trade and de-flagging North Korean ships. A double-digit billion payout would be the largest ever inflicted on a foreign bank in the United States, easily surpassing the US$8.9 billion that the French bank BNP Paribas paid in 2014 for sanctions violations. The Sunnyvale, California, company said its investigation so far hasn't found any evidence that information about users' bank accounts or credit and debit cards were swiped in the hacking attack.
