In the U.S. system, the incoming president can only access government funds for their transition if the result of the election is ascertained by the administrator of the General Services Administration.

Mr Biden's choice as White House chief of staff, Ron Klain, has urged that the Trump administration formally recognise his victory for the transition process. Those impacts escalate every day, and I hope that the administrator of the GSA will do her job.

Mr. Biden, working in his home state of DE, has announced a series of selections for White House posts. "So you're going to see the first cabinet picks this Tuesday".

He told reporters on Thursday (local time) that he's already decided on who will lead the Treasury Department. Candidates on Mr. Biden's short list include former Fed Chair Janet Yellen, current Fed Governor Lael Brainard, Sarah Bloom Raskin, a former Fed governor, and Raphael Bostic, president of the Federal Reserve Bank of Atlanta. "Obviously, this is not going to be the same kind of inauguration we had in the past", he said.

Washington will always be the last place to change. "That's our goal", Klain said in response to a question. "We just want to try to find a way to do it as safely as possible".

Trump has refused to concede, citing voter fraud.

Attempts to thwart certification of vote tallies have failed thus far in courts in Pennsylvania, Georgia, Michigan and Arizona.

In his ruling, Judge Brann said the Trump campaign presented "strained legal arguments without merit and speculative accusations ... unsupported by evidence".

And even Representative Devin Nunes, an ardent Mr Trump loyalist, conceded in backhanded language on Fox News that Mr Biden was "the first guy to run a successful campaign from a basement".

MI is set to certify its results on Monday.

Trump's campaign has also filed a petition for another recount in Georgia.

Michigan's elections agency has recommended that the November 3 results - including Biden's 2.8-percentage point victory - be certified by the Board of State Canvassers, which has two Democrats and two Republicans.

It comes as some of the President's fellow Republicans are speaking out against him.

Maryland's Republican Governor Larry Hogan told CNN's State of the Union: "We're beginning to look like a banana republic".

Donald Trump has come under fire for skipping the "Pandemic Preparedness" event at the G20 summit to visit one of his golf clubs when more than 250,000 people with Covid-19 have died in the US.

Republican Senator Kevin Cramer told NBC's Meet the Press that the start of the presidential transition process is overdue.

He said during Trump's time in office, rhetoric that had been relegated to the fringes of the Republican Party moved "front and centre".

Psaki raised concerns that there's now no access to intelligence briefings and threat assessments.

Mr Biden won the state-by-state Electoral College votes that ultimately decide who takes the White House by 306 to 232.
