The channel reported on December 5 that us military officials have asked the State Department to notify Turkey of possible plans for a navy ship to pass through the Bosphorus and the Dardanelles, the waterway which bisects Istanbul and which connects the Mediterranean to the Black Sea.

NATO, which includes several Black Sea member states, and the United States have routinely sent warships patrolling the Black Sea, despite Russian concerns.

Under the Montreux Convention signed in 1936, naval vessels of non-riparian countries are required to notify Turkey in advance about their passage through the Bosporus and the Dardanelles straits, which connect the Mediterranean to the Black Sea. The drill came as Kiev has accused Moscow of planning to seize two of its strategic port cities.

As of Monday, ships were allowed to move in both directions through the Kerch Strait separating the Azov and Black Seas, according to Ukrainian Infrastructure Minister Volodymyr Omelyan.

Omeljan stressed that the Ministry of Infrastructure is working with allies in the anti-Russian coalition on the return of the occupied territories, the release of the captured sailors and ships, the restoration of worldwide law and the cessation of the economic blockade of Azov region of Ukraine.

"It is Kremlin's regime who bears full responsibility for further aggravation of the situation in the Azov and Black Seas and for undermining the peaceful settlement of the Russian-Ukrainian armed conflict". Poroshenko responded by declaring 30-day martial law in much of Ukraine.

Russia's actions and its detention of Ukrainian sailors prompted President Donald Trump to cancel a planned meeting with Russian President Vladimir Putin during the G-20 in Argentina.

In a statement by the Embassy of Ukraine in Nigeria, Mykola Yaremchuk, first secretary of the Embassy of Ukraine said the attack on the ships was carried out during a sea crossing from the port of Odessa to the port of Mariupol, in accordance with the provisions of all effective multilateral and bilateral global treaties and navigation rules.

"Based on the fact that the ships and sailors have not been returned to Ukraine from Russian Federation, I have decided it would be best for all parties concerned to cancel my previously scheduled meeting in Argentina with President Vladimir Putin", Trump tweeted from Air Force One en route to Argentina.

The last U.S. ship to enter the Black Sea was the fast transport ship USNS Carson City in October.

A decades-old treaty requires that all countries that do not have a Black Sea coastline are required to give Turkey 15-days notice when their warships plan to transit the waterway.
