Scott went on to say that only Broward and Palm Beach counties were involved in what he called "shenanigans". If that process shows a margin of less than 0.25 percentage points in any federal or state races, then Detzner would order a manual recount of what are known as under votes and over votes that would have to be completed by November 18.

Nelson's campaign has hired Marc Elias, a Democratic lawyer who regularly works issues of voter's rights and election protection. That means this race is now within the margin for a machine recount, too.

Floridians have until 5 p.m. today to make sure any "provisional vote" they might have signed (due to mismatching signatures or IDs) is counted.

Recounts usually don't shift enough votes to change the apparent victor.

"It has become clear there are many more uncounted ballots than was originally reported", Gillum's campaign said in a statement. "This isn't corruption or fraud", Becker said.

According to the Associated Press, they are closely monitoring the race for governor, where election officials continue to count absentee ballots.

"Abrams campaign is trying to create new votes, because they know it's their only remaining hope", said Ryan Mahoney, the Kemp campaign's communications director, in the statement.

Provisional ballots and overseas and military ballots are still being counted.

The current results are bound to spark Florida's first statewide recounts since that historic battle between Bush and Democratic presidential nominee Al Gore. Furthermore, in the last days of the campaign the polls seemed to move show a gorwing Nelson lead, suggesting that this race would move in the direction of those "fundamental" election factors. He needs to finish above 50 percent to avoid a runoff election.

Secretary of State Ken Detzner, a Scott appointee overseeing elections, will call for a recount once the counties reach a deadline of Saturday at noon to submit unofficial results.

She noted that many jurisdictions across the country are still tabulating results as well. At the start of the day, she trailed Caldwell by about 4,000 votes.

In the agriculture commissioner race, Democrat Nikki Fried had a 483-vote lead over Republican state Rep. Rep. Matt Caldwell, or a difference of 0.006 percentage points - well within range of a hand recount. On Tuesday night, Gillum had offered a gracious concession to Ron DeSantis, who held the office for the GOP in Florida despite Democratic expectations of victory in a blue wave that never materialized.
