EU could levy GDPR-style fines against Google Facebook and Twitter if they fail to remove extremist content in just one hour

The president even went so far as to mention the changing of daylight saving time, or summer time, after citizens' initiatives culminated in a European Parliament resolution calling for the end of clock changes twice a year.

On the Irish border, Juncker said that member states would show solidarity with Ireland because the European Union was against a hard border.

Juncker appeared to reject the PM's proposals to adopt EU customs rules for goods in his State of the Union address, telling her Britain can not stay "only in the parts you choose".

It is part of the European Union plan to deepen ties with Africa to counter the growing influence of China.

"While we have made progress on removing terrorist content online through voluntary efforts, it has not been enough", EU Security Commissioner Julian King said in a statement.

The European Parliament will vote later on Wednesday whether to start the same process against Hungary.

What did Juncker say, and what did he emphasise? Poland, which presides over this year's Cop24 summit, has said that the European Union should focus on meeting the existing measures first.

The Commission has already started a rule-of-law procedure, called Article 7, against Poland because of concerns over the independence of the country's judiciary.

"We welcome the focus the Commission is bringing to this and we'll continue to engage closely with them, member states and law enforcement on this crucial issue", a Google spokesperson also said, noting that the company has been investing in spotting and tracking down pro-terror content.

However, this agreement would not accept free movement or the European Court of Justice.

Still, there will be support in Africa for any overtures towards a more balanced, mutually respectful, relationship with Europe. That is why we are going to take for the first time the step of proposing legislation that puts obligations directly on the platforms. "To love your nation is to love Europe", Juncker declared as he reached his conclusion, warning against nationalism.

And at the next time when the clocks would normally change again - on October 27, 2019 - member states would decide whether they want to change the clocks.

A new economic partnership between the two continents "would create up to 10 million jobs in Africa in the next five years alone", he said.
