Build 17133 is how Microsoft refers to the Spring Creators Update, as even though it was expected to launch on April 10, it still hasn't been officially named.

As Build 17133 progressed through the rings, we discovered some reliability issues we wanted to fix.

"You can upgrade your PC to Windows 10 version 1803 by joining the Windows Insider program, however, Microsoft has always recommended users to avoid the insider builds on primary PCs due to the driver compatibility issues and bugs, so it's better to wait". The reason: a blocking bug, discovered at the last minute, that created reliability issues.

Microsoft says that instead of shipping the Springs Creators Update faulty as it was, and then delivering an update later to fix the issues, it made a decision to hold off on deploying the defective build altogether. However, the new build that has been released to Windows Insiders in the Fast Ring does bring fixes for it and the company will make the build available to Slow Ring and Release Preview testers soon as well. Now, build 17134 is Microsoft's next attempt at an RTM build.

The bug led to an increase in Blue Screen of Deaths according to Microsoft and it may have caused other issues as well as Microsoft gives BSODs as an example but does not reveal other issues the build may have caused. This build has no new features and includes the fixes from KB4100375 as well as some fixes for general reliability of the OS.

Microsoft could have pushed a day zero cumulative update for the operating system if the bluescreens and other issues occurred during use and not during boot or installation.
