In the United Kingdom, 1.5m vapers have stopped smoking completely, and a further 770,000 people have given up both smoking and vaping. It is not acceptable to require vapers to share the same outdoor space as smokers, or to ban e-cigarette use.

The findings appear in the journal Nicotine and Tobacco Research.

However, a growing body of research suggests that e-cigarette devices are not as "harm-free" as manufacturers claim they are. "For example, if smokers who used e-cigarettes to help quit were twice as likely to actually quit compared to smokers who used nicotine-replacement therapy, then the benefits of e-cigarette use would approximately balance the harms of e-cigarette use".

"E-cigarettes could indeed provide more population benefit if they were more effective as a cessation tool", Soneji said.

Representatives from Reynolds American Inc., which owns market-leading e-cigarette Vuse, and competitor Altria Group Inc., maker of MarkTen and APEX, didn't immediately respond to requests for comment.

The government has made some effort to dissuade young adopters, with a new requirement for product warnings set to take effect this summer. Other estimates said there were 474,000 hospital admissions attributable to smoking in 2015/16 - which was an increase from 458,000 in 2005/6.

E-cigarettes are not an FDA-recommended quitting method, but they were found to be used more often than approved methods including the nicotine patch and nicotine gum.
