Rescuers tried to reach passengers trapped in the wreckage although police were unable to say how many were still inside.

The police told Xinhua that 17 men and two women were confirmed dead at the scene.

KMB bus 872 rolled over during the incident on Tai Po Road on Saturday, though the cause of the crash remains unclear.

"And then it was like the tire slipped, and the bus turned. People fell on one another and got tossed from side to side", he said.

The 30-year-old driver, who joined the Kowloon Motor Bus company in 2014, has a good track record and has driven the route before in January, the company said.

"My leg feels numb", he said, his voice breaking with emotion.

Several people were carried away by stretcher, their head covered in blood.

Images of the scene showed the passenger bus lying on its side, with the top of the bus appearing to have been ripped off.

The bus, operated only on race days, was packed with passengers leaving the Sha Tin horse-racing course.

The city's worst road traffic accident occurred in 2003 when a double-decker bus collided with a truck and plunged from a bridge, killing 21 people.

Earlier reports said that 19 people were killed.
