Both Ireland and France went on an offensive following World Rugby's technical report.

He said Ireland was offering a "different type of tournament" than South Africa or France.

The five-man Rugby World Cup Limited board which agreed unanimously with the recommendation is headed up by World Rugby chairman Bill Beaumont, vice-chairman Agustin Pichot, and chief executive Brett Gosper.

After the report was published, Irish rugby officials complained to the world rugby authorities about the selection process.

If that doesn't happen in the first round of votes, the country with the fewest votes will drop out and then the victor of a second vote will host the tournament.

"These clarifications have been addressed with significant supporting detail, and have been shared with the host candidates and World Rugby council". In contrast, Ireland's bid makes a commitment to assuring capacity attendances at all lower demand pool matches.

As was to be expected, South African rugby lovers on Twitter exploded.

Ireland brushed aside a toothless Springbok side in Dublin last week, and will be hoping for more dominance over the southern hemisphere as they take on Fiji - live on Sky Sports Action from 5.15pm - while Scotland welcome the All Blacks to Murrayfield and Wales are visited by Georgia.

France had also hosted the 2007 Rugby World Cup, which seemed too recent to host another.

"There are six points where we have been placed behind South Africa, two of which are not possible", Laporte told AFP.

He said: "We still have a vote to come on the 15th of November different people have different opinions but they have a fiduciary responsibility at that meeting to act accordingly‚" Roux said.
