North Korean soldier defects at Joint Security Area

President Moon Jae-in (left) shakes hands with his Chinese counterpart Xi Jinping at the APEC Summit in Danang, Vietnam on Saturday. After the summit, the Blue House played up the fact that the two leaders had not disagreed about normalizing cooperation and exchange based on the October 31 deliberations and reported that "Xi described this as a "new starting point and a good beginning.'" This has led some to say that South Korea and China are offering different interpretations of remarks by Xi that were quoted in Chinese state-run media such as Xinhua and the People's Daily".

After the meeting, South Korea's presidential office said that the two nations would strengthen strategic dialogue and continue discussions next month when Moon was expected to visit China. "Watching your emphasis on achieving xiaokang society, where all the people enjoy comfort and prosperity, I was able to feel the spirit of a leader who deeply thinks about the people", Moon said.

South Korean police reportedly arrested a USA citizen Monday for allegedly entering a restricted border area without a permit in a bid to cross over to North Korea. Earlier in the year, Seoul deployed a USA missile defence system, which Beijing regards as a threat to its security, but which Seoul feels is necessary in light of the provocation by Pyongyang. Xi highly regarded the agreement between the two countries, saying, "It is a new start and a good beginning". A Cheong Wa Dae official said, "President Moon said that THAAD is not aimed at China".

Hailing from Louisiana, the American reportedly came to the South three days ago and violated the line to enter the communist North for political purposes.

But Cui Zhiying, an global relations professor at Tongji University in Shanghai, took a more cautious view.

President Trump's exchange of threats and insults with Pyongyang has done nothing to curb regional tensions and with South Korea and China suited either side of the hermit state, it is in their interests not to push for military action.
