The situation on the Korean peninsula is complicated by provocations of North Korea, and if Pyongyang's provocations do not stop, further development of the situation may be unpredictable, South Korean President Moon Jae-in said on Wednesday.

Beijing has said reining in North Korea is not chiefly its responsibility, and has expressed doubts that United Nations economic sanctions, which it has backed, will resolve the situation.

This has attracted the criticism of the worldwide community, most parts believing that Pyongyang adopted this provocative behavior on objective.

The Security Council is due to vote in NY on a US-drafted resolution to impose new restrictions on the rogue state following its sixth and largest nuclear test, carried out just over a week ago.

Diplomats have said the UN Security Council could consider banning North Korean textile exports, barring its airline and stopping supplies of oil to the government and military.

While the situation has changed in terms of severity, the US stance on North Korea has changed little in terms of diplomacy. Putin did not say how close the two countries were to signing such a treaty.

North Korea has warned the United States that it will pay a "due price" if harsh sanctions against the country are agreed at a United Nations Security Council meeting on Monday.

"Russia and Japan are steadily building up mutual trust, mutually beneficial cooperation, which can not but promote the creation of a favourable atmosphere for finding a solution for the peace treaty". It is no longer able to communicate clear and credible messages to North Korea at the top level.

"Only the strongest sanctions will enable us to resolve this problem through diplomacy".

"These disturbances are more numerous and widespread than what we have seen from any of the five tests North Korea previously conducted", it said.

However, the main provider of the North's oil, China, is likely to oppose such a restriction in the U.N. Security Council, where it wields a veto as it fears a regime collapse on its border.

North Korea last week fired n ICBM test over the Japanese mainland in what it said was preparation for a strike on the US Pacific territory of Guam.

The issue of South Koreans seeking compensation for forced labor during Japan's 1910-1945 colonial rule of the Korean Peninsula remains another thorny issue between the two neighbors.

Protesters scuffled with armoured riot police as they attempted to block the road where US Forces Korea were transporting four additional THAAD missile interceptor launchers to a base in Seongju, around 300 km south of Seoul.

South Korea has warned its citizens in China to avoid "friction" and "needless arguments" with Chinese people after the US military added more launchers to a contentious missile defense system in South Korea that Beijing opposes.
