"The Executive Order the President signed today ushers in a new, more muscular Buy American policy based on the twin pillars of maximizing Made in America content and minimizing waivers and exceptions to Buy American laws".

The H-1B visa program is designed for foreigners to work for American companies in jobs that usually require higher education - including scientists, engineers or computer programmers.

"The order hinders the ability of American companies to attract talented employees, increases costs imposed on business, makes it more hard for American firms to compete in the worldwide marketplace and gives global enterprises a new, significant incentive to build operations - and hire new employees - outside the United States", it further adds.

The number of requests for H-1B visas declined this year by about 15 percent, or roughly 37,000 applications, but the total was still almost 200,000, far more than the 85,000 limit. This visit will be Trump's first trip to Wisconsin since taking office.

During his remarks, Trump weighed in on another economic issue, promising to find a solution to a trade dispute with Canada that has left dairy farmers in Wisconsin and NY without a market they had for a product called ultra-filtered milk, a protein liquid concentrate used to make cheese.

Trump said Canada has been "very, very unfair" to dairy farmers and "we're going to start working on that". About 70 dairy producers in both USA states are affected.

Since the early days of Trump's campaign, he has been vocal about his stance on the visa program, constantly saying that it's a threat to the American labor force. "I've introduced bipartisan legislation with Senator Durbin to address these problems, and I've expressed to President Trump the need to take action to restore the integrity in the H-1B Program", Grassley said. "Instead, they should be given to the most skilled and highest-paid applicants, and they should never, ever be used to replace Americans", the US President asserted.

Trump's own record as a businessman is mixed on these issues.

"Trump has just created more risk for anyone who wants to import steel", she said. His businesses have also hired foreign workers, including at his Palm Beach, Florida, club. In addition to 11 factories in the US, financial disclosures show it has plants in China, Argentina, Belarus, Brazil, Hungary, Italy, Portugal, Spain, Sweden and the United Kingdom.
