About 3,200 positions - or more than 20 percent - in the EPA's workforce of 15,000 would be cut. All climate change programs to which the USA had committed at the United Nations would be cut.

In a letter to congressional leaders, more than 100 evangelical and other faith leaders wrote, "As people of faith, we can not turn our back on those in desperate need".

The budget outline expands re-employment and eligibility assessments, which the Department characterized as a valuable activity that saves an average of $536 per claimant in unemployment insurance benefit costs by reducing improper payments and encouraging claimants to return to work.

"There's no question this is a hard-power budget", Mulvaney said.
