Worldwide ratings agency Standard and Poor's said Thursday the global recall and discontinuation of the Galaxy Note 7 smartphone will not affect its ratings on Samsung Electronics Co.

"I promise to identify the fundamental cause at any cost so that all of our customers can restore trust in Samsung's products and use them pleasantly", he added.

Samsung Ireland said it would also be contacting customers directly.

The botched recall raised questions about Samsung's initial analysis of the Note 7 phone's problems. The tech company has a factory there and the decision to discontinue the Galaxy Note 7 was a huge loss.

Samsung already slashed its third-quarter profit forecast by $2.6 billion earlier this week, an amount that could wipe out its entire mobile business profit.

The Rwanda Utilities Regulatory Authority (RURA) has banned the importation and usage of Samsung note 7 citing safety reasons.

The Galaxy Note 7 has caused some plane delays, house fires, and even government investigations.

According to the CPSC, the United States recall encompasses 1.9 million units, including the 1 million from the September recall.

The company is now reportedly offering customers incentives to buy other Samsung phones.

On Wednesday, CEO-level executives of Samsung Group companies, including Samsung Electronics, held their weekly meeting in Seoul, but they refused to comment on the permanent halt of production of the Galaxy Note 7. "However, winning back the customers' trust is a different issue".

Samsung says users should place the phone into its shield bag, before nestling it tightly in a special replacement box, this then fits into a second inner box which in turn sits inside a so-called Recovery Box.

Samsung unveiled the Galaxy Note 7 at a splashy event in early August in NY, and the critically lauded handset was set to challenge the iPhone for phone supremacy this holiday-shopping season.
