Refused assent to bill, Arvind Kejriwal says Narendra Modi scared of AAP

Delhi Chief Minister Arvind Kejriwal on Wednesday sarcastically urged Lt. Governor Najeeb Jung to act against one of his ministers for his government's new Solar Policy. Punia said the SC's orders on the issue of office of profit were crystal clear and, therefore, the AAP MLAs should be disqualified.

Taking the names of former chief ministers, Kejriwal said BJP leader Sahib Singh Verma appointed a legislator, Nand Kishore Garg, as Parliamentary Secretary in 1997. It said as per the law, MLAs are not allowed to hold any office of profit under the central or state government or Union Territory administration.

The AAP leader was talking about the crisis his government is facing as the MLAs, who were appointed parliamentary secretaries by the Delhi Government, stand to be disqualified after the President rejected a Bill amending the law regarding Office of Profit. "But do not try to stop good work in Delhi which is being praised world-wide including by the UN", Kejriwal said.

Meanwhile, the Election Commission is reportedly preparing to call the 21 Aam Aadmi Party MLAs for a hearing.

The Chief Minister said that after taking power in February 2015, he made a decision to ask some of his legislators, who are doctors and engineers, to work as Parliamentary Secretaries.

A petition has alleged that 21 legislators occupied offices of profit in violation of the Constitution.

The best defence is a good offence - nothing can this adage describe better than the aggression shown by Delhi chief minister Arvind Kejriwal in the controversy arising out of the appointment of 21 parliamentary secretaries by him.

"When they brought in the concerned Bill, they said that there is not going to be any financial implication on the Consolidated Fund of India which was an absolute lie". Sheila Dikshit too had appointed then MLA Ajay Maken as Parliamentary Secretary, he said. There can be more than one parliamentary secretary to the chief minister. "Because they knew what they did was illegal", she said. Through the Bill, the AAP government wanted "retrospective" exemption for the parliamentary secretaries from disqualification provisions.

He said every bill passed by assembly goes to the LG, then to the Ministry of Home Affairs which then sends it to the President.
